Only corporate proxy causes the problem? Try another network.

Do you have only this option reseted after restart? Do you use any cleaners or cookies cleaning procedures?

Do you have Chrome and Firefox bookmark sync OFF?

Do you mean visual dials or bookmarks? What images do you use? Are they automatically recieved images? Or you use local images for your dials?

Not anymore, unfortunately. Now FVD Speed Dial is opened in every new tab.

I've just tried to install EverSync on Windows 7 SP1. Everything works fine! It asked for Microsoft NET Framework 4.0 that I also installed.

Could you make video of your problem?

Do you use any cleaners? Add Chrome to exceptions. 

Also check cookies settings.
