In Firefox you can select folder to add the dial via this icon:

In Chrome your dial will be added to the last selected folder in Speed Dial tab, but we will add opportunity to select the folder (as in Firefox) in the next update.

What is Private folder intended for and how do I add bookmarks into it?

You can use the Private folder to store bookmarks that won’t be available for syncing with addons and applications and can only be viewed in Everhelper interface. In order to change a bookmark’s or folder’s status to Private, simply choose them and click Private.
