Both. As you can see, enable auto sync is checked, I've clicked "Merge local and server data" and clicked "Start Synchronization" on the pop up menu from the icon on the browser menu bar. One bookmark added to Firefox does not appear in Chrome and 2 I removed from Firefox still appear in Chrome.
