I WOULD APPRECIATE ANY APPS THAT ARE SCANNER RELATED TO SCANNING POLICE FREQUENCIES AND CELLPHONE FREQUENCIES PLEASE. THANK YOU MUCH.

Not sure why your asking? But what you can do is install Bluestacks from bluestacks.com which is an android EMU for windows and mac works fantastic! Then use the search for "scanner Radio" Doesn't scan cellphones of course. But does nearly everything else!
