Auto sync for bookmarks never happens and "Before start syncing you have to select one of the following actions" never clears.

I'm trying to sync bookmarks between Firefox to Chrome, both the latest versions. In Firefox, things appear to be working. However in Chrome, the "intro" text of "Before start syncing you have to select one of the following actions" never goes away no matter what button is used. The auto sync option is selected in both browsers., yet never seems to perform one.

Only manual syncs seem to work.

I've tried uninstalling and reinstalling, but it appears to somehow preserve the extension information. Is there a way to properly reset the extension? I'm coming back to it after several years of not using it, and I think this may have messed up the extension.
