file URL capture failes with request to enable "allow access to file urls" in Chrome Settings - when usng Firefox

When trying to capure data from a local file:///C:/Users/paul/testfile.html

in latest Firefox 76 I get this popup

From checks I did on web there is not equivalent setting in Firefox - access to local URLs is always enabled,
