When do you have popup about EverSync IE error? After you log in or after you click Download/Upload/Merge buttons?
Ok. Please log into everhelper.me. It's web version of your database. Open Google Chrome EverSync and do upload. Check, if all your data (bookmarks and dials) is on server now. Then go to Firefox and do Download in EverSync. Check if changes have been made correctly.
Then try quick sync: change one bookmark for example. Then do quick sync in one browser, then in another. And check if everything is ok.
P.S. if you use Google Chrome or Firefox profile, then you have native browser bookmarks synchronization. You should turn it off in browser settings to make EverSync work correctly. In Chrome you should go to Settings -> Sync settings and turn off Bookmarks.
Dials file .sd that you gave us doesn't keep any data that could help you restore your database
