Sync bug between Windows Phone and Windows Desktop App

There is a data loss sync bug between the Windows Phone version and the Windows Desktop app.

To repro:
1.  Make sure Desktop and phone are in sync.
2.  On the Phone, edit one of the notes.
3.  Click Save.
4.  Click Sync.  (Would be awesome if Save also did a Sync.)
5.  Switch to the Windows Desktop version of the app
6.  Click Sync.  (No changes will show up for the note you edited in step 2.)
7.  Go back to the Windows Phone.  Click Sync
8.  Once the sync is done, the edits you did in step 2 are lost.
